The official calls for the JTF Actions (DAM21, DAM22, DAM23 & DAM24) under the "Just Transition 2021–2027" Program have been officially announced, with a total budget of €140,000,000. These actions subsidize investment plans for new, existing, and large enterprises operating in the Just Transition areas, with aid intensities reaching up to 70%, turning the energy transition into a genuine development opportunity.
The JTF Actions comprise a suite of four state aid programs funded by the European Union's Just Transition Fund (JTF) and national resources. Their objective is the productive restructuring of regions affected by the phase-out of lignite, supporting investments that enhance technological modernization, production capacity, the green transition, and business competitiveness.
Aid intensity rate: The subsidy amount depends on the size of the enterprise – 70% for micro and small, 60% for medium, and 50% for large enterprises.
Investment plan budget: from €300,000 to €12,000,000 for small and medium-sized enterprises, and from €5,000,000 to €40,000,000 for large enterprises.
In practice, a small business with an investment plan of €500,000 can receive a grant of up to €350,000, covering the remaining amount through equity or bank lending. This is one of the highest funding intensity rates currently offered by a co-financed program in the country.
Each action is tailored to the size and maturity stage of the enterprise:
- DAM21 – New and under-formation small and medium-sized enterprises (plans €300,000 – €12,000,000).
- DAM22 – Existing small and medium-sized enterprises (plans €300,000 – €12,000,000).
- DAM23 – Existing large enterprises (plans €5,000,000 – €40,000,000).
- DAM24 – New and under-formation large enterprises (plans €5,000,000 – €40,000,000).
Thus, from a small family unit to a large industry, every enterprise finds its own support framework.
The most decisive criterion for the actions is geographical. Eligible are exclusively investments implemented in:
- The entire Region of Western Macedonia - Regional Units of Kozani, Florina, Grevena, and Kastoria.
- The Municipalities of Megalopolis, Oichalia, Gortynia, and Tripoli in the Region of Peloponnese.
Enterprises operating outside these areas are not eligible for these specific actions - however, many other NSRF (ESPA) and Development Law programs are running in parallel on a nationwide scale.
Eligible expenses cover a wide range of modernization needs, based on the General Block Exemption Regulation (GBER):
- Buildings, facilities, and surrounding area, as well as building acquisition.
- Machinery and technological equipment.
- Software and digital transformation.
- Environmentally friendly means of transport.
- Product and process certifications, patents.
- RES energy production, heat pumps, and electricity storage systems for self-consumption.
- Support for the employment of workers with disabilities.
Attention regarding tourism: the choice of a tourism activity (NACE code) is exclusive and cannot be combined with a non-tourism subject within the same plan, under penalty of disqualification. Correctly identifying the NACE code from the outset is critical.
The evaluation of proposals is comparative and scored. This means that it is not enough for an enterprise to simply be eligible; applications are ranked based on their score and funded in order of priority until the budget is exhausted. The quality, documentation of viability, and completeness of the file are what make the difference between approval and rejection.
Submissions start: July 15, 2026, at 13:00.

Submission method: exclusively online, through the Integrated Information System of State Aid (PSKE/OPSKE).
As the evaluation is comparative, the earlier the preparation of the file begins, the stronger and more competitive your proposal becomes.
- Incorrect or ineligible NACE code - especially combining a tourism with a non-tourism subject
- Implementation location outside the eligible areas of West Macedonia and Megalopolis.
- Budget outside the action's limits (below the minimum or above the maximum).
- Incomplete documentation of capacity, viability, and reasonable cost of the investment.
- Absence of secured private participation or bank financing.
- Last-minute submission, leaving no room for correcting supporting documents.
